12 and 40km of beach near Valença (South of Salvador)

This area lies south of Salvador, below the bay of All Saints, and in front of the islands of Tinharé (known as "Morro de São Paulo") and Boipeba; and not far from Valença.
The Bahia government had invested a lot in infrastructure to welcome a resort project by Odebrecht; yet the project in the end moved to the Linha Verde north of Salvador to become the now-famous Costa do Sauipe.
Today, the area benefits from a small but modern airport (that occasionally takes in Boeings for the Club Med in Itaparica), a small marina in Pontal do Curral (where boats leave for the islands), good roads, etc.
On the other hand, there is little or no infrastructure in terms of restaurants, shops, or entertainment other than the beach.
Beaches have fine white sand, and sometimes nice views to the islands across; yet the islands reduce the force of the waves and makes the water sometimes look a bit more like a large lake than like the ocean.
As such, these areas are easy to develop; yet would mainly be interesting for project that do not depend on shops, restaurants etc. outside of the ocean.
Transport by car or boat takes 1.5 to 3 hours from the airport (as one has to drive around the bay of Todos of Santos; or take the rusty ferry boat to Itaparica); yet by plane or helicopter the distance can be bridged in less than 20 minutes.
